Introduction

The NDPE Implementation Reporting Framework (IRF) supports companies in monitoring and reporting progress on the implementation of No Deforestation, No Peat Expansion and No Exploitation (NDPE) commitments across their supply base. It provides a consistent approach for assessing implementation performance, identifying risks and gaps, and enabling targeted action to strengthen compliance.

The IRF v6.0 tools for No Deforestation and No Expansion on Peat (D&P), together with the updated Land & Labour (L&L) component, have been fully developed and made available to POCG members, and publicly via the NDPE‑IRF website where relevant. Companies across the supply chain use these tools to report progress, inform supplier engagement, and support implementation of NDPE commitments.

Deforestation monitoring systems now generate regular alerts both within and outside concessions. Where alerts occur within concessions with known supply links, companies can leverage existing commercial relationships to engage concession‑holders. However, deforestation outside concessions involves a wider range of actors, including independent plantations, communities, smallholders, illegal encroachment and land speculation, where supply chain companies often lack direct commercial relationships or enforcement authority. Addressing these challenges requires coordinated, longer‑term, multi‑stakeholder approaches involving governments, communities and civil society, which led to the existence of the Production and Protection Beyond Concessions Working Group (PPBC).

The integrated IRF-PPBC Working Group brings these approaches together by maintaining and updating the IRF tools, supporting member capacity building, and overseeing implementation of the IRF data verification protocol, while also advancing Production and Protection Beyond Concessions (PPBC) methodologies. This includes the integration of minimal smallholder deforestation (MSD) layers, proactive monitoring, collective action guidance and action protocols to support forest and livelihood‑positive outcomes beyond concessions, particularly in priority sourcing landscapes.


Who is involved?

The NDPE IRF-PPBC Working Group brings together POCG member companies and technical contributors to support implementation of the NDPE Implementation Reporting Framework (IRF) and the integrated Production and Protection Beyond Concessions (PPBC) approach. The group operates through two workstreams: (1) IRF tools, reporting and verification, and (2) PPBC landscape and smallholder‑related risk reduction.

Member representatives participate in discussions, provide technical inputs, and contribute to collective action and tool updates based on operational needs across the supply chain. Additional expert organisations, practitioners and specialist service providers may be engaged on a needs basis to support specific components of the work.

The working group coordinator is Proforest with administrative and organizational support provided by the POCG Secretariat (Helikonia–PwC).


Objectives

  1. Providing targeted support on the usage of the IRF v6.0

  2. Supporting consistent and aligned use of IRF v6.0 across the supply chain, ensuring clarity in application and maintaining coordination

  3. Providing sector-level alignment and shared guidance on IRF implementation for supply chain actors

  4. Supporting IRF implementation and smallholder inclusion through maintenance of MSD layers

  5. Supporting development of MSD layers for new countries
